Abstract (up) A comprehensive understanding of visitor use is fundamental for effective park management. This paper explores recreational spatial behaviour in a protected nature area with a focus on the physical environment. The current research is carried out in Dwingelderveld National Park in the north-eastern part of the Netherlands with approximately 2 million visitors a year. A total of 400 walkers carried a GPS to record their movements. We related spatial patterns to the (visible) physical environment. We characterized the physical environment in (1) the path network and (2) the surrounding environment. The environment is defined by use, experience, and narrative value variables. Hierarchical regression analyses show the importance of the use value variables signage and placement of parking areas as predictors for spatial behaviour. Experience and narrative value variables are less important. For recreational quality purposes, managers should clearly communicate recreational opportunities for each parking area to the public.

Abstract (up) A key issue in sustainability is understanding the values of a particular place that are to be conserved. While many of the natural resource values of protected areas are mandated, values associated with public use and recreation are frequently less clearly defined and often hotly contested. Public involvement processes are often used to elicit these values and a number of mostly survey-based approaches have been developed to achieve this. However, theoretical considerations concerning the nature of values and the processes of value formation have brought into question whether survey approaches on their own are the most appropriate way of understanding values. Consideration of public use and recreation values brings into play many of the issues surrounding place attachment and place identification. People value places because they symbolize something, because they have histories and memories associated with them, because they are interwoven in the stories we tell our self and others about who we are, and because they are rhetorical methods of making arguments for managing a place in one way or another. These ideas center on ‘meaning-based” rather than “information processing” models of value formation. In this context, values are seen as discursive constructions, which are continuously being contested and reconstructed through political dialogue. It is argued that a ‘meaning-based’ approach to value formation is better suited to the developing models of collaborative planning than are the expert-driven, rational decision-making models that have dominated natural area planning. This paper describes a planning approach, which seeks to combine both interpretive approaches to data collection (narratives and value mapping) and survey methods in the elicitation of values attached to a working forest. A process will be detailed that links the characteristics of an area with the spatial distribution of values ascribed to the same area utilizing GIS and photo-mosaic representations. The case study area discussed in this paper is the Dog River/Matawin area of North Western Ontario. Application of this approach to forest planning will be discussed.

Abstract (up) According to Aichi target 11 of the Convention on Biological Diversity, the global network of protected areas (PAs) shall be extended to cover 17% of all terrestrial areas by 2020. Internationally, progress has been achieved, with PAs now covering 12.5% of all terrestrial land. Challenges remain: Notably developing countries still lack both capacity and financial resources to adequately set up and manage PA systems, a gap that requires continuous commitment of international donors (di Minin & Toivonen, 2015). In this regard, approaches that aim to reconcile conservation and poverty reduction have been increasingly common in recent years: Between 1980 and 2008, almost three quarters of the total international aid allocated for biodiversity conservation was targeting “mixed” projects that explicitly addressed both ecological and economic objectives (Miller, 2014). This contribution presents one such project, the Support Programme for Protected Areas in Georgia (SPPA), and introduces the local context and existing challenges.

To manage the potential conflict between outdoor recreation and nature conservation, managers often need to intervene. One of the most com-mon interventions is restricting visitors access (Hammitt et al. 2015). Although the necessity for such restrictions is easy to explain, managers need information on the effectiveness of these interventions. As visitor densities vary across pro-tected areas and the combined impact of all visi-tors is difficult to assess, managers often lack this information. Here we present an approach based on GPS-tracking and bird monitoring, managers can use to assess the impact of different access scenarios for the New Forest, UK. For most part the approach and results have been describe in Pouwels et al. (2020).

Abstract (up) Although people with disabilities desire outdoor park experiences similar to other visitors, getting around parks and enjoying their features can be a challenge. There are environmental obstacles and hazards that affect the accessibility and enjoyment of parks (i.e., wayfaring) as well as difficulties maintaining orientation and direction (i.e., wayfinding) that can result in anxiety. These conditions can diminish the many benefits attributable to park participation. In Canada, federal parks have a duty to accommodate, as best they can, the diverse needs and preferences of people with disabilities who make up 22.3% of the population. In response to this imperative, Canada is in the process of developing accessibility standards to ensure universal access. The overarching purpose of this study, funded by Accessible Standards Canada (ASC), is to inform these standards through the lived experiences of people with disabilities. The objectives are to identify and prioritize the impact environmental factors have on the ability of individuals to gain access to and enjoyment of all aspects of the park experience, document the range of these requirements, and develop and prioritize standards that can be used by parks to promote accessibility in parks. The following describes the proposed protocol for the study.

Abstract (up) As a result of the growth of nature-based tourism, national parks have become important tourist attractions in Finland, and they have an increasing role as tools for regional development especially in the northern peripheries of the country. Meanwhile, new international initiatives to develop sustainable nature-based tourism have been introduced in Finland. PAN (Protected Area Network) Parks Foundation is a non-profit organization aimed to balance the needs of wilderness protection and community development by facilitating sustainable tourism development in European parks. This study examines the socio-cultural sustainability of tourism in Oulanka National Park perceived by local stakeholders. The central question concerns the role of PAN Parks certification in community and tourism development. Does it benefit socio-cultural development in the region, and does it have some disadvantages from the perspective of local people? The study is based on a mixed methods approach including a questionnaire (n=314) and semi-structured interviews (n=40) conducted in Oulanka region in 2007 for representatives of NGOs, tourism and other businesses, municipalities and public sector, and local residents. Findings show that most of the stakeholders have a positive attitude towards tourism development in Oulanka. The economic benefits of PAN Parks status have not yet been realized, but locals expect the benefits will grow while tourists’ familiarity with PAN Parks increases. Local residents’ knowledge of PAN Parks is still weak. Although nature-based tourism benefits community in various ways, locals also perceive disadvantages caused by the park. The biggest problems identified in the study are related to participation possibilities and contradictions with traditional subsistence economies (e.g., fishing, hunting and reindeer herding). Thus, it is essential to pay attention to the distribution of benefits and burdens of the park development – also to those which are not related to monetary interests. Increasing co-operation with local stakeholders could improve the mutual relations.

Abstract (up) Carrying capacity has been a long-standing issue in management of parks, outdoor recreation and tourism. This paper describes the first analysis concerning a project on touristic carrying capacity assessment on Pianosa, an island of the Parco Nazionale of Arcipelago Toscano, using an Eddy-Covariance tower for CO2 fluxes measurement. The preliminary results show that Pianosa represents a sink of carbon, thus actively contribute to reduce the amount of CO2 in the atmosphere.

Our study site at Shiretoko National Park is one of Japans most popular natural recreation areas, visited by over 1 million visitors every year. Particularly in the summer season, many visitors want to observe bears, causing crowding problems. To solve these crowding issues, it is essential to determine the appropriate carrying capacity in natural recreation areas. To this end, investigating visitors crowding perceptions (crowding norms) is necessary. There are various approaches to measuring visitors crowding norms. More recently, visual approaches have been widely applied. This approach enables the identification of respondents crowding norms by asking them to identify the most acceptable level of crowding using photographs or illustrations (Manning & Freimund, 2004). As this approach uses photographs or illustrations, respondents can visibly recognize and recall the places in question (Manning & Freimund, 2004). Many studies investigating visitors crowding norms have been conducted using field and web- based surveys. However, researchers have given limited attention to explaining how crowding norms differ between fields and potential visitors. When determining the appropriate carrying capacity in natural recreation areas, it is necessary to consider both visitor types crowding norms; this paper investigates these, providing suggestions for determining the appropriate carrying capacity.

Abstract (up) Current research has indicated that participation in informal outdoor recreation is relatively low among certain groups, such as young people, older people, women, ethnic minority groups and people with disabilities. There is pressure on policy makers and practitioners to address this apparent imbalance. This paper reviews the findings of an international literature review which highlighted that there has been a focus on ëconstraintsí rather than on ëpreferencesí, particularly in relation to participation in outdoor recreation in the UK. It would appear from the literature that there is a presumption that the main reasons for low participation are related to structural barriers (such as lack of transport) rather than a lack of understanding of the recreation preferences of non-traditional participants. This has raised the question of whether it is achievable to change the prevalent attitude amongst the countryside sector from one of ëwe expect people to want what we provideí, to one of ëwe will provide for what people wantí. Would such a paradigm shift be successful in achieving more equitable outdoor recreation participation?

Abstract (up) Decisions about how to manage wilderness recreation in Denali National Park and Preserve require managers to integrate a diverse set of public values, a process that typically involves balancing tradeoffs among multiple and often competing values. While decisions about how to manage wilderness are often contentious, previous research suggests that if managers are able to predict public support for various management alternatives the decisions become more tractable. This study develops a decision-making model that integrates social, resource, and managerial values associated with the Denali wilderness experience. Specifically, stated choice analysis is used to evaluate the choices overnight wilderness visitors make when faced with hypothetical tradeoffs among the conditions of social, resource, and management attributes of the Denali wilderness. Study findings offer an empirical approach for predicting and evaluating the likelihood of public support for Denali wilderness management alternatives.

Abstract (up) Due to its reliance on natural landscapes nature-based tourism is sensitive to other land uses which lead to landscape changes, such as renewable energy harnessing. For identification of locations most suitable for renewable energy infrastructure knowledge regarding the spatial extent of the impacts of such infrastructure on nature-based tourism is highly needed. Estimating the impact area of renewable energy infrastructure on nature-based tourism is, however, challenging. Besides taking into consideration the characteristics of the energy infrastructure and of the surrounding landscapes it is important to investigate how power plants change the meanings assigned to the areas by various tourism stakeholders. Moreover, natural areas used for tourism can be defined as places which are constructed via numerous relations and processes going on within these areas and in larger networks (Massey, 2005; Urry & Larsen, 2011). Therefore, it should be taken into consideration how renewable energy infrastructure affects surrounding areas as elements of tourism systems (Leiper, 1979, 1990). This study focuses on the views of the tourism industry in Iceland and aims to i) map the impact area of renewable energy infrastructure on tourism as perceived by the tourism industry; and ii) investigate the factors affecting the size and shape of the perceived impact area. To achieve these aims 49 semi-structured interviews were conducted with the managers of the tourism companies operating near six existing and proposed hydro-, geothermal and wind power projects situated within or at the border of the Icelandic Central Highlands. This area is an important venue for nature-based tourism as well as of high interest for further energy infrastructure development due to abundance of renewable resources. During the interviews, participants were asked to map their perceived impact areas of renewable energy infrastructure on tourism using participatory mapping software and, among other topics, to discuss the reasoning behind their estimated impact areas.

Abstract (up) Due to their structural diversity and altitude gradients, mountain regions provide suitable habitats for a diverse range of wildlife and plant species (Ingold, 2005). At the same time, they are important recreational areas for humans. Due to the increase in outdoor activities, negative impacts on nature and wildlife should be counteracted by means of focussed visitor management (Clivaz et al., 2013). The RNPB is visited by tourists all year round, with a greater proportion in the summer season. The landscape consists mainly of forests, alpine areas, extensive meadows, pastures, habitats for pioneer species, and covers an area of 412 km2. The RNPB aims to enable recreationists to experience nature without disturbing it at the same time. In order to achieve this goal, it is necessary to determine which types of recreational activities may be practised in the area and how they can be characterised (spatially, temporally, frequency). The aim of this study is to identify areas in summer and winter in which a potential conflict between recreationalists and nature could occur based on a spatial mapping approach.

Abstract (up) Establishing and managing protected areas throughout the world usually have been considered a governmental function. However, recent conservative political thinking in many developed countries has challenged the role of the public sector on all fronts. In Australia, Britain, Canada, and the United States, government has been seen as a problem, while private enterprise is presented as the solution. Advocates of privatization argue that park services can be provided more efficiently under private management, and that the areas themselves will be better protected for future generations. Unfortunately, such a policy can foster elitism by preserving the benefits of parks and protected areas for the wealthy while ignoring the growing social inequality in many of these countries. In this paper, I examine the concepts that underlie privatization efforts, particularly economic efficiency. I suggest that there is a need to examine the different functions that parks and protected areas serve, and to ask if each function helps to differentiate between public and private. I argue that, in the final analysis, equality of access is the primary function of public-sector management of parks and that we need to examine our policies and practices to ensure that park benefits are distributed fairly throughout society.

Abstract (up) European settlers established permanent settlements in Nova Scotia in 1604 substantially altering and dividing the landscape. Seventy percent was privatized into small private forests and farms with remnant Crownland generally found more remotely. More recent land expropriation by the provincial government to consolidate for national park designation in the nineteen thirties, sixties, and seventies (a failed attempt), engendered government distrust tainting later attempts to designate protected areas. Given the context of complex land use, traditional recreational uses and natural resource exploitation, protected area designation often clashes with established local practices. This paper examines two such cases, Black Point Beach /Hemeon’s Head on the South Shore and the Wolfville Watershed Nature Preserve, both in Nova Scotia, Canada

Abstract (up) Experimental trampling was conducted in a coastal sand dune community located in a State Park in Southeastern, Brazil. To evaluate the effects it was used 5 permanent plots. The trampling intensities were 25, 75, 200, 500 and 1,000 passes and each plot had a control area. Response to trampling was assessed by determining species composition, vegetation cover and height evaluation, right after trampling, 2 weeks, 3 months, 6 months, 9 months and 1 year after trampling. The same parameters were evaluated just before trampling. Although there was a substantial loss of vegetation cover on 500 and 1,000 treatment plots, the study area was recovered in a few months. Reductions in height occurred with less impact: 200 passes. The 500 and 1,000 pass interference didn’t show statistical difference for cover and 200, 500 or 1,000 passes were statistically similar for the community, suggesting weak linearity between impact and amount of use. The results show that this community has a good resilience; probably in response to the natural stress the vegetation suffers continuously. The vegetation’s changes in species composition seem to be more accurate; especially the extinction of rare species and the introduction of alien ones.

Abstract (up) Germany’s protected areas encounter many specific challenges in regards to visitor management. Due to a high population density, they are frequented by high visitor numbers who also enter unaccounted for from diffuse ingress points as access is free of charge. Additionally, Germany’s parks are historically young. Thus, scientific monitoring is often limited to conservation issues whereas socioeconomic dimensions are not always considered a core management issue. Harz National Park with an area of 246 km2, situated in the German states of Lower Saxony and Saxony-Anhalt, is a typical example. Although visitor counts have been conducted in several recreational “hot spots” within in the park, no quantitative and qualitative visitor use statistics for the park as a whole exist. As a consequence, the park administration lacks information that is necessary to analyse and evaluate potential conflicts between visitor use and conservation objectives. In 2007, the Institute of Environmental Planning and the Harz National Park administration joined efforts to develop a long-term strategy to implement visitor use monitoring with the national park. Based on extensive interviews, mainly with park staff, and an evaluation of current available technologies, a first framework was developed which will address the methodological challenges outlined above. Key pillars of the framework are a concept for quantitative visitor counts by means of pyroelectric counters and a modular-structured questionnaire to collect qualitative data such as visitor preferences, and value added to the region. The framework will now further undergo scientific evaluation to be implemented from 2009 onwards.

Title Hofstede’s Measure of Cultural Values in a National Forest Recreation Context Type

Abstract (up) Hofstede’s measure of cultural values is one of the most widely used among international management and marketing scholars. However, there is no research that employed Hofstede’s measure in a National Forest recreation context. This study examined the validity and reliability of Hofstede’s cultural measure from an ethnically diverse sample in a National Forest recreation context. We used confirmatory factor analysis, exploratory factor analysis, correlations, one-way analysis of variance, and multiple regression to test Hofstede’s measure of cultural values. The results suggested that seven items, two items from Hofstede’s original Power Distance dimension, one item from the Individualism dimension, two items from the Masculinity dimension, and two items from the Uncertainty Avoidance dimension, best represent the measure of cultural values in a National Forest recreation context. Discussion of the results and future research were suggested.

Abstract (up) Homolje is one of the most outstanding geomorphological areas of Eastern Serbia, surrounded by Beljanica Mountain on the South, Homoljske Mountains on the North, Black summit on the East and Gornjacke Mountains on the West. According to Spatial plan of the Republic of Serbia, Homolje represents an area of protected natural values with specific geo and biodiversity of national importance. The Central Registry of protected natural assets of Homolje encompasses the following natural assets: The Spring of Zagubica (The Mlava Spring), Homolje intermittent (rhythmic) spring, The Krupaj Spring, Uvala Busovata, The Osanicka River Gorge and The Samar Karst Bridge.

Abstract (up) In 1996 the former Institute for Forestry and Nature Research (now Alterra) started to develop a system to monitor the recreational use of forests and other grounds owned by the Dutch forest service. The aim was to determine the number of visitors, their activities and the percepted quality. This information provides a valuable management tool for targeting of resources. The system uses three methods to gather the information: 1. Monitoring vehicle and bicycle use at the sites by using traffic counters with induction loops installed in the road (all year round). 2. Visual counting of visitors at all entrances (on 12 days during the year). 3. Survey of visitors (on 12 days during the year). When the system is fully implemented their will be a network of 48 sites. All of these will be monitored by using this method once in every 10 years, on average 5 sites a year.

Abstract (up) In 2006, the Tuscany Region through its Agency for Agriculture and Forestry (ARSIA) has lunched a tool supporting the process of planning and managing forest areas within the region: RAFT – “RApporto sullo stato delle Foreste in Toscana” – Report on the status of Tuscany forests. The RAFT aims to monitor the status of forests and their main functions and services in relation to ecological and social aspects. This monitoring process has now reached its third year. Within the theme of “Environment and society”, the RAFT has analysed a number of indicators (following the P-S-R framework) related to the flows of visitors in Tuscany’s forests. Analyses show the relevance of forest areas in the region especially within protected areas. In this paper, we report a brief description of the RAFT and the some preliminary results related to the analysis of past and current flows of visitors in protected areas and hunting sites. We discuss the main strengths and the weaknesses associated with the past and current policies for managing visitors’ flows and propose new strategies to disseminate information and attract visitors during different seasons.

Abstract (up) In 2015 a university research groupbegan developing new methods for data collection using wildlife cameras (game cameras) for short-term (7-day) and long-term (year-round) data collection at pre-selected recreation sites. The pilot study is in support of the US Forest Service (Region 6) National Visitor Use Monitoring Program (NVUM) program. NVUM has been the sole method of understanding visitor use within the US Forest Service since 2000. The USFS NVUM program manager selected 13 sites across Region 6 for the pilot study. Game camera methodology includes 16 short-term data collection sites scheduled for data collection at various times throughout the FY 2016 (four sites per Forest). These are a selection of low use sites and the goal is to continue to collect better quality data, reduce potential safety concerns, and at a reduced financial cost. Long-term data collection involves deploying cameras for year-round data collection.These is a selection of Permanent Traffic Counter sites where other monitoring methods pneumatic and infrared counters) are not appropriate for long-term monitoring due to factors such as geography (e.g. destruction by snow-plows) and limitations of the units (e.g. failure of some infrared counters to register high use counts).For both short-term and long-term sites, cameras can be used to collect valuable data pertaining to trail use (group size, overnight or day use, length of stay, etc.) and vehicle use (vehicles counts entering/exiting the Forest, vehicle type, etc.). Accordingly, we sought to a) Determine appropriate interval settings for cameras based on site type (i.e. necessary frequency of the recording of images to capture use of trails, roads) and b) Gather more information to contribute to the protocol in development for short-term (7-day) and long-term sites.

Abstract (up) In 2017, a multi stakeholder initiative was launched called the Wild Islands Tourism Advancement Partnership (WITAP). WITAP is a community-based project with the goal to capitalize on the eastern shore archipelago as a tourism destination. As part of the WITAP project, the Nature Trust and the provincial Department of Environment, are developing a management strategy that will provide complementary management direction on both Nature Trust and Crown land. The Nature Trust has focused community engagement for several years on gathering information on ecological and social variables, and to discuss and receive feedback on plans to acquire privately owned properties for conservation. More recently, communities have engaged with the Nature Trust to discuss possible management approaches to the 100 Wild Islands.

Abstract (up) In addition to being the main habitat of European roe deer (Capreolus capreolus), forests provide diverse and outstanding settings for recreational activities such as hiking, horse riding and mountain biking (Jacsman, 1990). The effects of new patterns of recreational use such as night rides with bright floodlights are hotly discussed topics associated with the management of recreational forests. Animal ecology so far has mainly focused on spatio-temporal behaviour of individuals in undisturbed remote areas, while research on human behaviour mainly focused on visitor conflicts in highly frequented recreational forests (Arnberger, 2006). Therefore, our knowledge about the effects of new recreational activities on wildlife is currently insufficient. We studied the effects of mountain biking events on the immediate spatio-temporal reaction and subsequent habitat use of roe deer. Furthermore, we compared the effect of on-trail mountain bike events with other disturbance events that occurred off-trail such as hunting, orienteering and on site observations.

Abstract (up) In the last decades, the world population has increased its physical sports activities in the natural environment. According to the last Eurobarometer survey about outdoor sports, Spain figures in third place with 53% of the population claiming that have been involved in physical outdoor activities, after Finland (67%) and Austria (54%) (European Commission, 2018). As a result, there has been an increase in overcrowding in Protected Areas, which has attracted the attention in the Spanish mass media revealing the consequences that have already demonstrated in various environmental (Cole, 2008; Newsome, 2014; Pickering, 2010; Salesa & Cerda, 2020), social (Weiler et al., 2019) and security studies (Moscoso, 2004). On that point, different public and private entities requested solutions to manage overcrowding in different natural parks through the determination of the Tourist Carrying Capacity (TCC), i.e. maximum number of people who can visit an area at the same time, without damaging the physical, economic or sociocultural environment, nor cause an unacceptable decrease in the quality of visitors satisfaction (OMT, s. f.). This article aims to show the application of the Cifuentes (1992) methodology about the TCC in 17 trails of Alt Pirineu Natural Park (PNAP), within Vall Ferrera to be included in the next trail guide of the park.

Abstract (up) In the United States, legislation dictates that wilderness areas should be managed to, among other things, provide recreational visitors with opportunities for solitude. The growing popularity of outdoor recreation in backcountry settings presents managers with challenges in their efforts to achieve this objective. Recent research suggests that computer-based simulation modeling is an effective tool for helping to address the challenges associated with managing visitor use in backcountry and wilderness settings. This paper describes the development and application of a computer-based simulation model of recreational use in the John Muir Wilderness Area in the Sierra Nevada Mountains of California, USA. The results of the study demonstrate how simulation modeling can be used as a tool for understanding existing visitor use patterns within the John Muir Wilderness Areas and estimating the effects of alternative management practices on visitor flows and visitor use conditions.

Abstract (up) In this paper the destination choice of Swiss within Switzerland is analysed. Information about variables influencing destination choice for different activity should be the result of the modelling process. The analyses are based on three pillars. A detailed database for all Swiss municipalities is the first pillar, nation wide demand data the second pillar. Additionally a suitable method is necessary. Because destination choice is a choice between discrete alternatives, Multi-nominal Logit models are used. Models for three different activity types – skiing, climbing and hiking respectively walking and swimming are estimated. In all models the importance of the distance between origin and destination becomes visible.
