Abstract In onsite surveys of visitors, whether the purpose is estimating visitation volume or characteristics of the visit population, those who visit the area multiple times per year are candidates to be surveyed more than one time. In such surveys, each visit represents a unique sampling unit. However, individuals may be unwilling to be surveyed after the first contact. The phenomenon is similar to ‘trap shyness’ in wildlife studies wherein an animal learns to avoid traps after the initial experience. If trap shyness exists, it has the potential to bias the results for either or both visitation estimation or describing the average visit characteristics. There is some anecdotal evidence that trap shyness does exist, and could be problematic for long-term surveys such as the National Visitor Use Monitoring program used by the US Forest Service. This paper describes the conceptual framework for how trap shyness can affect both visitation estimates and visit characteristics, identify empirical hypotheses to be tested that provide evidence of trap shyness, present results for the hypotheses, and describe possible improvements to sampling processes that could determine it existence and extent. Data for the paper come from onsite surveying collected during the period October 2004 – September 2007 for about three dozen National Forests.

Abstract Two primary information needs for managing recreation areas and the visitors to those areas are: (1) good estimates of visitation volume, and (2) accurate descriptions of visitor characteristics, such as length of stay, frequency of visit, and primary activity. For National Forests in the United States of America with large undeveloped areas, efficient sampling for the two types of information may be to a large extent incompatible. Sampling plans that address visitation volume issues allocate most of the sample days to the largest and most internally variable strata. Sampling plans for studies of visitor characteristics allocate sampling effort to locations that most efficiently provide visitor information, such as at developed sites. Additionally, sampling plans for studies of visitor characteristics may need to ensure spatial or temporal dispersion of the sample, in order to ensure adequate representation of different visitor sub-groups. A method is demonstrated for allocating days into sampling strata which balances the contribution of sample days in improving the accuracy of the total visitation estimate with the contribution of the sample day to maximizing the quantity and dispersion of visitor information. The resulting sampling allocation provides an optimal solution to address both of the information needs through a single data collection effort. A second phase of the method addresses how to ensure spatial and temporal dispersion of sampling effort. Examples of applications on National Forests in the United States are provided.

Abstract Our goal was to develop estimates of daily (24-hour) exiting traffic volume using just the 6-hour observational count of exiting traffic and two variables from the interviews. More exactly, our goal was to develop 24-hour estimates from the 6-hour counts that were equivalent to the estimates generated from the current NVUM method. If our work was successful, we could eliminate the data quality issues and costs of the mechanical counters without appreciably changing the resulting estimates of visitation. We present our analytic process and results, and an evaluation of how well the process worked.

Abstract Recreational use of nature areas is increasing worldwide. All trail-based activities have a certain degradation effect on vegetation and soil, and conflicts between conservation values and recreation may occur. Controversy still exists regarding the relative impact of mountain bikers compared to hikers on trails. In Norway, mountain biking is allowed on existing, multiuse trails outside of protected areas, but within protected areas restrictions vary, whereas hiking is allowed. A governmental proposal suggests to allow for mountain biking on trails in national parks in line with hiking, but restrictions could be introduced if effects from biking are more severe than from hiking and in conflict with conservation values. For managers, knowledge about the effects of opening trails for new user groups in national parks is highly needed: will mountain biking cause other and more severe effects on trails, and thus provoke higher and other trail maintenance needs, or are effects similar to that if hikers? In this study, we investigated trail degradation from increased use of trails from hikers and ountain bikers under different climatic conditions. Two study sites were selected, one located in an oceanic climate zone and the other in a continental zone. In each site, two trails were selected, one to be predominantly used by hikers and one by mountain bikers. The trails were natural-surfaced, occurring in natural vegetation, and with a variation in topography and plant communities. We contacted local groups through different channels (personal contact, e-mails, announcements on Facebook groups) and encouraged the use of the study trails throughout the summer of 2019. Mountain bikers were informed of the designated biking trails only, and we created Strava segments that were distributed to bikers. The oceanic biking trail was used for a local Endoru race from May-August, whereas the continental trail was part of a mountain bike race in end-August. Hikers were informed of the designated hiking trails only, and we mounted information signs in each end of the trails encouraging people to take a detour.Passes were counted with TRAFx counters.

Abstract Forest wayfinding systems include the sources of information, content and presentation, that potential visitors use to find forest sites and maximise their experience of forest recreation. This paper presents original research from an on-going user-led study of signage at forest recreational sites across the UK, and is part-funded by the Forestry Commission. Research methods used in the study included structured interviews with forest users, a signage audit, observation-based behavioural studies and exploratory work with space syntax. The starting point for the study was an apparent low rating of satisfaction with road signs by visitors to Forestry Commission sites in annual visitor surveys. Signs are “…the most visible manifestation of corporate face” and function to “…provide reliable and accessible information to encourage and welcome visitors” (Forest Enterprise Signs Manual, 1997). Good signs also form part of a positive perception of woodlands (Burgess, 1995) and may be considered within the context of removing barriers to the use of the countryside by disabled people and socially excluded groups. The research found evidence that there were some problems with forest wayfinding, but that these problems are related more to the context, content and location of signs, rather than the materials and details of sign design. More consideration needs to be given to identifying the minimum but key information needs of users at key locations within the forest site. Signs are costly to design, construct, install and maintain, and a crucial concern must be to provide the minimum information for maximum benefit, based on what the user needs to know at each stage of the journey and forest experience. The study also highlighted the role of signage in site promotion, visitor expectations, conflicts between different user groups and accessibility of information. A model for signage to satisfy visitor information needs was developed. The results presented here cover phase 1 of the project and it is anticipated that the methodology developed during the research will have practical applications in evaluating and developing new signage systems, and the training of forest and other recreational site managers.

Abstract Future participation in outdoor recreation is of interest to authorities as well as tourism and outdoor recreation organizations, but at the same time difficult to give an accurate answer for. It is not possible to study the future as such, since there is no empirical data to be analyzed which measures the time ahead of us. But the future is nevertheless a very important field of research because predicting the future is inherent important to make the right management decisions, improve adaptation, inform policy makers and ultimately support a more sustainable development. Alm et al. (2012:7) argue that “...we can use our knowledge about history and about the current situation for a discussion that also involves our values. The basic idea is that we can better shape our future in the way we want if we do this on an educated basis”. Elements in building this educated basis with regard to social science is for example information about changes over time for activities and attitudes, as well as presumptions concerning the future expressed by different groups. Hence, among the techniques that can be used to get a better basis for speculations about the future are predictions by experts and surveys among potential participants.

Abstract Rock climbing has grown to be a major recreational sport in the United States. Yet, resource degradation caused by recreational rock climbing has become a controversial issue throughout the United States (Access Fund 1999). Some resource agencies such as the U.S. Forest Service, National Park Service, and Bureau of Land Management are struggling to establish functional management policies that allow appropriate rock climbing practices while protecting the natural resource (Devine 2001). Resource managers tend to favor restriction of climbing activities to protect the resource. Yet, without adequate understanding of rock climbing, this approach can become controversial. A less controversial approach toward rock climbing influences on natural resources can be to include the rock climbing community in management planning. The result can be increased protection of the resource while allowing recreational climbing to continue (Hynek 1999). In an effort to address both public recreational needs and to protect the natural resource of Shovel Point, a popular rock climbing site in Tettegouche State Park on the edge of Lake Superior in northeastern Minnesota, USA, a study was conducted during the summer of 1998 to identify types of recreational users, impacts from their use behaviors, and to survey climber attitudes toward a proposed management plan that would influence climbing on the site. The results of this study were implemented into a long range management plan that has resulted in modified climber impact on the environment and allows a rehabilitation of the site that is hoped to preserve the unique natural resource. Innovative vegetative rehabilitation of the climbing site has been successfully implemented. This is an excellent example of positive conflict resolution through research, management through public participation, and resource rehabilitation and protection.

Community assets and community attitudes are therefore necessary for balanced growth, which is sustainable tourism. Whereas sustainable tourism is anchored on social, environmental and economic pillars, they are not stand-alone pillars. Environmental and economic pillars lean on the community pillar. In this context, community is broadened to include residents in destinations and all local providers of experiences in destinations. Sustainable tourism should focus on strategies to build resilience in order to strengthen environmental and economic pillars that support balanced growth.

Abstract During the 20th century large parts of the UK were afforested to provide a strategictimber reserve (Peterken, 1993, pg. 85). Afforestation of open habitatsreduced the extent of unimproved grasslands, heathlands and wetlands, with consequent declines in associated species. To mitigate these impacts the UK Forestry Standard (Forestry Commission 2011) recommends a minimum 10% open space. In Thetford Forest (18,730 ha)the Forestry Commission is wideningverges along 278 km oftrackway to increaseopen habitat(current extent 7.1%) and createan ‘Open Habitat Network’ (OHN)to enhance habitat and population connectivity for rare and protected species(Armour-Chelu et al. 2014).In the present study we model recreational flow throughout theThetford Forest trackway networkto estimate DEs h-1on all elements of the proposed OHN. From estimatedthresholdsfor woodlark we quantify the number of trackway elements in the OHN unlikely to be colonised and therefore the potential loss of conservation benefit due to recreation. This tool is then used to assess mitigation through access point closure.

Abstract This paper describes advancements in recreation management using new technology that couples Geographic Information Systems (GIS) with Intelligent Agents to simulate recreation behaviour in real world settings. RBSim 2 (Recreation Behaviour Simulator) is a computer simulation program that enables recreation managers to explore the consequences of change to any one or more variables so that the goal of accommodating increasing visitor use is achieved while maintaining the quality of visitor experience. RBSim provides both a qualitative understanding of management scenarios by the use of map graphics from a GIS as well as a quantitative understanding of management consequences by generating statistics during the simulation. Managers are able to identify points of over crowding, bottlenecks in circulation systems, and conflicts between different user groups. RBSim 2 is a tool designed specifically for the purposes of simulating human recreation behaviour in outdoor environments. The software is designed to allow recreation researchers and managers to simulate any recreation environment where visitors are restricted to movement on a network (roads, trails, rivers, etc.). The software architecture is comprised of the following components: • GIS module to enter travel network, facilities, and elevation data • Agent module to specify tourist personality types, travel modes, and agent rules • Typical Trip planner to specify trips as an aggregation of entry/exit nodes, arrival curves, destinations and agents • Scenario designer to specify combinations of travel networks, and typical trip plans • Statistical module to specify outputs and summarize simulation results. This paper describes the RBSim software architecture with specific reference to the trip planning algorithms used by the recreation agents.

Abstract Monitoring visitation is fundamental to effective management of protected areas, directing limited budgets towards mitigation of high priority impacts, such as those related to trails, trash and congestion. Accurate data is fundamental to negotiate problematic ‘hotspots’ and minimize conflicts between visitor segments (Eagles, 2014). However, although considerable research efforts have been devoted to monitoring visitation, many protected areas still function with inaccurate or out-of-date visitation statistics, exacerbated by a lack of systematic data collection due to various problems (Cope et al., 2000, Cessford & Muhar, 2003, Buckley 2009, Aikoh & Gokita, 2015):- – lack of multi-year time series due to changing count methods and institutional arrangements, – under-reporting due to multiple entrances, multiple access roads or non-tourist traffic, – representativeness of sample days undermined by weather conditions, public holidays, etc, – ‘guesstimates’ based on perceptions of staff or local volunteers, indirect or anecdotal evidence. In the ongoing quest for reliable, cost-effective collection methods, the pros and cons of on-site staff versus automated counters is a perennial question which this paper aims to contextualize using the case study example of two parallel systems currently being utilized on Mount Fuji’s north face.

Abstract Parks & Wildlife Finland (P&WF) is a unit of Metsahallitus that manages Finland’s national parks and other state-owned protected and recreational areas. Estonian State Management Centre (SFMC) is responsible for managing the Estonian state forests and providing opportunities for outdoor recreation in state forests and protected areas. Both agencies have monitored protected and recreational area visitors with similar methodology for more than ten years, P&WF Finland since year 2000 and SFMC since year 2002 (Metsahallitus 2016a, Metsahallitus 2016b, Karoles & Maran 2014). When visitor information is gathered with uniform and systematic visitor monitoring methods across areas and time, it provides invaluable possibilities for comparisons (Hornback & Eagles 1999, Kajala et al. 2007). This paper examines international visitor information, comparing national level visitor monitoring statistics from Estonia and Finland.

Abstract Nature-based tourism in protected areas has grown worldwide in recent years, but excessive use of natural areas can result in their degradation or loss. Visitor management should be based on proper monitoring data to achieve quality experiences for visitors without damaging nature resources. Visitor data are typically collected through field surveys, but budget and human resource constraints can limit the spatiotemporal resolution of survey data. Geotagged photos and messages posted on social media by visitors have attracted attention as useful sources of information with high spatiotemporal resolution. Previous studies, however, have raised concerns that biases in social media data arising from the sociodemographic attributes of posters can create challenges in determining who and what the social media data represent, and in interpreting this data in a reliable way. The present study focused on nationality bias, i.e., differences between the nationality of actual visitors versus the nationality of those visitors who post on social media. Nationality bias can arise due to significant differences in the use of social media from country to country (including the proportion of the population using social media). Cultural and values differences between countries can also greatly influence visitor behavior, and these gaps may lead to over- or under-estimation of visitors from specific countries or regions. However, nationality bias is not fully understood because few studies have explicitly considered it until now (e.g., Heikinheimo et al., 2017; Sinclair et al., 2020). In addition, the previous studies were confined to protected areas where the majority of visitors were from Europe.

Abstract Tourism is growing industry and an important livelihood in northern Finland (Lapin matkailustrategia 2015 – 2018). Simultaneously, nature has an essential role in tourism.Many tourism resorts are located very close to protected areas and tourism in protected areas play an important role in the local economy (Huhtala 2007, Lapin matkailustrategia 2015 – 2018). While tourism has increased, the role of traditional livelihoods, like forestry and agriculture has decreased (Saarinen 2003, 2005). Simultaneously with tourism growth the metal mining industry and mineral exploration activities have increased notably in Finland(Kivinen et al. 2014). Although the growing mining industryhas potential to bring positive socio-economicdevelopment in northern peripheral areas, the ungovernable growth of mining may adversely affect tourism and nature protection, and have raised some concerns among local people. As competing land use interests related to mining, tourism, forestry and environmental protection are likely to increase in the future,there is a need for tools for reconciling different land use needs.Our aim is to develop a new GIS-basedapproach that simultaneously considers ecological, social and economic values. Method can be used in classifying sites by their suitability for different land uses and locating areas with possibly conflicting land uses.
